the problem: im lazy

Describe the solution you'd like
a moderator can reply to a message with a moderation command like this:
takina ban reason without specifying the target. the target will be assumed by takina to be the author of the replied to message
the replied to message will also be attached to the modlog by takina as evidence

Describe alternatives you've considered
not being lazy. i didn't like this alternative
